AIMS Group (AIMS) performed the very first baseline design criteria review and periodic levee inspection for the Greater New Orleans HSDRRS Systems – which included levees, floodwalls, gated structures and pump stations that form the 133-mile Greater New Orleans perimeter system, as well as approximately 70 miles of interior risk reduction structures. The HSDRRS includes the world’s largest surge barrier of its kind, the IHNC–Lake Borgne Surge Barrier, and the largest drainage pump station in the world, the GIWW–West Closure Complex, among its technically–advanced engineering solutions.
AIMS design review and inspection included 194 miles of levees and floodwalls, 54 pump stations, and 31 drainage and gate structures for the U.S. Army Corps of Engineers. AIMS performed the first periodic inspection review and design criteria review for the entire HSDRRS, which included the IHNC Storm Surge Barrier. The IHNC Storm Surge Barrier – the largest design- build civil works project in USACE history, and recipient of the prestigious 2014 ASCE Outstanding Civil Engineering Achievement (OCEA) award and numerous other awards. With three floodgates and nearly 2 miles of floodwall, the IHNC project is a key element of the New Orleans HSDRRS.

AIMS Group was tasked by U.S. Army Corps of Engineers (USACE) to provide engineering services required to (1) inspect and then (2) repair the roofs and walls at four pump stations located on the west bank of Jefferson Parish. USACE requested engineering services in response to AIMS’ findings and recommendations detailed in the roof inspection reports. AIMS prepared construction plans and specifications to address the leaking roofs and walls at Cataouatche Pump Station #2, Hero Pump Station #1 and #2, Planters Pump Station #1 and #2, and Westwego #2.
AIMS Group assisted the USACE during the pre-construction and construction phases of the project. AIMS assisted the USACE with coordination of the pre-construction meeting, in preparing response to contractor questions received during pre-construction. AIMS also assisted the USACE with reviewing the contractor’s submittals and qualifications before the start of construction. Also, AIMS provided engineering during construction. CPAR Rating of AIMS’ overall performance was “EXCEPTIONAL”.

AIMS GROUP was tasked to coordinate all engineering, 408 environmental permit services, and construction management relative to the HSDRRS Levee lifts prior to armoring for SLFPA – West. This included development of a complete set of construction plans and specifications, geotechnical data, H & H design and analysis, real estate requirements, emergency planning and regulatory requirements. In addition, AIMS provided all engineering design, construction management and resident inspection for HSDRRS levees WBV 14c.2 (4,000 linear ft.), WBV 14e.2A (10,000 linear ft.), WBV 15a.2 (20,000 linear ft.), WBV 16.2 (8,000 linear ft.) and WBV 18.2 (Lake Cataouatche and Bayou Segnette – 14,000 linear ft.). The project scope is to lift the levees for Bayou Segnette State Park and Lake Cataouatche back to Phase II, 100-year levels prior to the Corps of Engineers’ armoring. AIMS personnel successfully managed this project efficiently and with the project schedule, finishing this project early and within the budget.
