Lowell Pitre, P.E.

Senior Engineer\Project Manager

  • Mr. Pitre serves as the Project Manager for most of the engineering projects at AIMS Group. He has more than 30 years of experience involving design and construction management of varying types of projects. Lowell has served as project manager and senior project engineer for many design projects for city and parish governments, the Louisiana Department of Transportation and Development (LADOTD) and the Louisiana Department of Natural Resources, Coastal Restoration Division, including streets, drainage, sewer, bridges, levees and other flood protection and coastal restoration projects. Mr. Pitre has excellent knowledge and experience and has designed and managed many different projects very successfully and is an integral part of the AIMS Team.

Michael S. Sepcich, ESQ.

Senior Vice President

  • Mr. Sepcich has more than 25 years of experience involving management of varying types of complex projects and programs. He has served as litigation counsel, managing partner of a law firm, professional consultant, and senior policy advisor to various Louisiana municipalities and State entities. Mr. Sepcich also spent time working for The Louisiana House of Representatives. Mike has extensive knowledge and experience with federal coastal grant programs, including The Restore Act. He has successfully negotiated with FEMA, assisting local parishes, municipalities, housing authorities, and school board with the application process.

Thomas R. L'Hoste, P.E.,

Principal Engineer/President

  • Mr. L’Hoste serves as the President and Principal Engineer for AIMS Group. He has (19) nineteen years of experience involving design, program management, and construction administration of a broad range of civil/structural projects, including wastewater, water, drainage, roadway, civil and structural engineering projects. And most recently, Tommy has served as the Principal Engineer for more than 20 relative projects associated with hurricane flood protection and coastal projects with the U.S. Army Corps of Engineers. These projects relate to various levee and wall designs, pumping station design, structural design, outfall structures, general engineering, and construction oversight.

Harold J. Deleo, P.E.

Senior Project Manager

  • Mr. DeLeo has more than 15 years of experience involving the design and management of varying types of complex engineering projects and programs. He has extensive levee experience with local levee districts and with his previous work with CPRA. Mr. DeLeo also spent time working for a national engineering firm responsible for the program management of the USACE New Orleans District’s HSDRRS construction. Harry has extensive knowledge and experience with USACE design guidelines and construction, having served as lead project engineer for several task orders while with AIMS Group.
